随着越来越多游戏公司把游戏内购付费开箱当成主要生财工具，美国和欧洲的很多国家开始质疑游戏开箱机制是否涉及赌博。而EA在各国政府对于游戏氪金开箱的审查中首当其冲。最近，在英国议会的一次听证会上，EA负责法律事务的副总裁凯瑞霍普金斯说明了EA关于“开箱不是赌博”的观点。
在这场听证会上，苏格兰民族党议员 Brendan O’Hara 表示，证据显示在“开箱”和“赌博”之有着密切的关连，尤其对于青少年影响特别大。并且询问霍普金斯以及 Epic Games 的代表，是否认为开箱是道德问题。
霍普金斯则回答表示，EA不将这个机制称为“开箱”，她补充说明 EA 将其称之为“惊喜机制”，
EA认为“惊喜机制”其实在娱乐产业中是广泛存在的，而且行之有年。像是健达奇趣蛋（Kinder Eggs）、哈驰魔法蛋（Hatchimals），这些都带给消费者“惊喜”。而长年以来也没有人认为这是赌博。因此，EA认为，把这种机制做到《FIFA》里，不但合乎道德健康，也非常有趣。
霍普金斯还表示，EA 也不同意这种机制“会导致赌博”。尽管像比利时、荷兰等国家已经立法禁止开箱，但霍普金斯说，EA 虽然在这些国家和地区进行了必要的改变以遵守当地的法律，这并不代表 EA 同意这种观点。
不过，也有议员质疑玩家可以将开箱获得的道具，透过第三方网站去贩卖交换，这实际上就是一种赌博交易的行为。但是EA则表示，这是这些人违背了游戏的服务条款、透过这种方式去不当牟利，但这并非是游戏开箱机制本身的问题。
