6月26日，中宣部出版局副巡视员张怀海在人民网主办的2019游戏责任论坛上表示，作为网络游戏行业管理部门，今年下半年将继续改进网络游戏审批管理工作，严格内容把关，支持优秀作品出版运营。
张怀海表示，管理部门在加大事中、事后监管力度的同时，将争取尽快出台专门针对未成年人沉迷网络游戏的规范性文件，目前正在征求各方的意见，从实名注册、使用时间、消费金额、适龄提示等方面提出规范要求，推动广大企业更好地履行社会责任。
张怀海表示，文化产业是社会主义文化的重要组成部分，正如习近平总书记所指出，在发展社会主义市场经济的条件下，许多文化产品要通过市场实现价值，不能完全不考虑经济效益，然而与社会效益相比，经济效益是第二位，“当两个效益、两种价值发生矛盾时，经济效益要服从社会效益，市场价值要服从社会价值。”
